Let's see...Creating a cover letter that employers find interesting is not a small task. You have very little time to arouse enough curiosity (in the mind of the employer) to warrant a look at your resume. So when you build a cover letter, build an advertisment in which you sell yourself as a product.
You must have 5 things in mind, permanently:

1. write to sell.
2. the position for which apply
3. the organization in which you intend to work
4. your ability to meet (and exceed) the needs of the ecompany
5. your desire to work for the organization

Make the employer understand why you want to work there, what you have to offer and how his company would benefit from your contribution.

Oh, yeah!!!
The old advertisement: "Take me, take me because I'm the perfect candidate!!!"

Now the probem is, how do we manage to sell ourselves in less than 30 seconds? Because that's how much a recruiter looks over your cover letter Very Happy

First of all nobody wants to hire someone who begs for the job. You need to write that you have the qualities that they desperately want at an employe so make them beg for you not the other way around!

Reality check number one: unfortunately, people do beg for some jobs. Reality check number two, unfortunately, companies don't want extremely good people. I mean not all companies. Medium and under will never hire a highly-qualified person.
My opinion is one should write his/her cover letter according to the employer's expectations.
